I want to clean up a used replacement transom assembly (1974 Merc pre-Alpha) that came with my project boat before installing it. What is the best way to remove the existing several layers of paint to get down to the metal? What is recommended for repainting the outdrive and transom assembly?

Check the Mercruiser Service Manual, it even recommends what type/manufacturer of paint to use.

There was just a procedure posted a few weeks ago. In summary it was
Sand off all paint, wash with Vinegar. Leave it in the sun to warm, prime it (with aluminum primer) and then paint it

If you performa search, the full procedure is there somewhere
cheers
e
