Removing prop from a 1981 2hp evinrude

I can't seem to get the prop off of my recently purchased 2hp Evinrude model E2RCI. The cotter pin would not come out either so I had to drill it out. I have a feeling the prop has never been off since the motor was new. Any trick in getting it off? I have been soaking it in penetrating oil the last day. The prop does spin the driveshaft so there is no internal corrosion.

I have another 1984 2hp lower unit and I can see there are two mating parts inside the prop that need to separate. These parts are plastic on the 1984 model. I wonder if they were made of metal on the 1981 model and are now fused together. Any help would be most appreciated.

can't tell by diagram. why does it need to come off?

I want to get the prop off because I am converting from a long shaft to a standard shaft and I just bought a new lower unit on eBay for a good price. The new lower unit has a plastic prop and the one stuck on the other lower unit is metal. So I would like to get it off and use the metal prop.

I did notice that there are two holes in the prop at the end of the cone. The holes go down into the hub area and are probably there to tap out the prop. I have put penetrating oil down those hose and been tapping but no luck yet. I am thinking these hub parts are metal and fused together.
