I could use a little help dropping the lower uint on my 18hp. I removed the extension housing bolt including the big 1/2 bolt and loostened the shift rod screw and it still doesnt want to come apart.

The top of the shift rod section is flared. You have to remove the screw. Sometimes you need to gently spread the wings of the connector with a screwdriver, even after removing the screw.

Does it drop a little bit and stop, or are the two sections stuck fast together?

If it drops a little bit and hangs up then it's either the water tube, the driveshaft, or the shift rod hanging up. Do what ezeke said about the shift rod coupler, then tap a couple of wedge-shaped pieces of wood into the gap to force the two sections apart. Wooden shims work. Try to work the two halves apart that way. Sometimes the top of the driveshaft is corroded into the bottom of the crankshaft. The two housing sections will seperate a fraction of an inch and then stop.

If the two sections are stuck fast to each other then give her a few raps with a rubber mallet to break 'em loose.
