Removing Control box (set screw size)

I have a 1979 Volvo Penta Saildrive. I assume the controls are Volvo as well but cannot see any identification. There is a knob that is used to keep the motor in neutral for starting and idling, and it has broken off. I am trying to remove the controls, so that I can get the knogb fixed. It looks like there is a set screw on the control lever shaft but its difficult to get to because of its location. I have tried many different allen wrenches to no avail. Does anyone know what size set screw is used? It would be much easier to remove if I had the right tool!

the only thing i can think of is it may be metric, although i don't really know........ soak it good with penetrating oil first.........good luck and good luck with the sail drive, those things are a pain in th arse..........
