Remove flywell to acces carburator

My Mercury 2008, 15hp, 4 strokes seems to be made by TOHATSU.
Is it normal that, to be able to remove the carburator, my mecanic had to remove the flyweel. I have notice that the bolt, holding the carb, near the engine is difficult to reach but there must be a easier way to do this routine maintenance. Thank for the advice.

I know (amator) how to disasable a carburator and clean the jets. But, realy, this second bolt of the carb, is hard to reach. I will post a photo soon.

I've taken an end wrench of the proper size,heat it with a torch,just below the open end,bend it at a 90 deg,or whatever angle it needs,then proceed to remove the bolt or nut.

The way I do those is by pulling the carb and intake as a unit.

Paul "Rear Amiral" seems to have a solution that I understand.
By removing the intake manifold you also get the carburator in your hand. Than the two bolt become accessible and "cleaning the carb" can start.

It should be even easier if there was a precision tool or a trick to get access to the bolt near the engine. The silencer manifold block acces to that bolt even with an extension.
