REGULATOR or PUMP??????

Im chasing my tail but doing best I can.
96 omc 5.8L ford
58fcpnca-model
Ran fuel pressure test due to some 100-200 rpm surging. new plugs,wires etc etc etc
on the injector rail at idle(500 but should be 600) its 31psi surging to 30 then 31. At 1000 rpm exact same pressure with engine surging 100-200 rpms. Boat runs great but dumps 2-3 times trying to pull slalom skier up. Tops at 4000rpms and runs great. Any input would be great. Wondering how you determine if its pump or possibly regulator?????

UPDATE: just came off the lake. took pressure test to injector rail. when idle to wide open throttle 40 drops to 20 as boats laggs then pressure to 40 as boat picks back up. Any ideas guys???
