I know a few of you guys who frequent this page live in NY. I bought a starcraft from another memeber here who had aquired two hulls but only had paperwork for one...he stripped the one with out paperwork and was going to scrap it at the junk yard. i said ill take it...

the path to find the original owner or the last registrant went dead at the place the other member purchased the boat....it was a restoration that got started, then stooped, and left at a residence when the person moved...the new owner had it for a few years still in the same condition and unregistered...it was just sitting on his property...he couldnt do anything with it. It got towed to a boat dealer who was going to try and finnish the resto...but changed his mind....many years went by, then the dealer offered it for sale with no paperwork.

so we cant go that route.

I called ny dvm in albany and was told a dvm 51B was what was needed..but the instructions state, if i have owned the boat less than one year the PREVIOUS owner must file the DMV 51B!!
that aint happening.

sooo my last resort is to go with a new HULL ID application...

it is through the NEW YORK STATE OFFICE OF PARKS RECREATION AND HISTORIC PRESERVATION, Bureau of marine and recreational vehicle...whew ...thats a mouthfull!

it looks promising until you get to the part where they say to have a all the reciepts for materials purchased to make this boat for the inspector who will come to look at the boat to verify it is home made....

this form is also used for boats commercially made after 11-1-72 with no HIN present....

any suggestions?

if i say its a 1982 with no HIN, then he still might ask who the previouis owner was...which is a dead end

if i say i am buidling it from scratch, he might say..."it doesnt look like that"

we just went threw this with Georgia and Florida

the boat we bought was in Florida but we live in Georgia , boat had not been reg since 99 and the original owner had died and the boat past threw 3 other people till it got to us , we bought the boat for 500.00 and the guy said he had the title when we went to pick the boat up he said he cant find it . so we tried the dmv with no luck ! next to DNR (Georgia Department of Natural Resources ) again no joy , what we wound up doing was going through the tax collectors office and got the title transferred in to our name .

what we had to do for the tax collectors office was send a reg letter to the orig owner where only he could sign for it even though he was dead . takes about 2 weeks to get the letter back , and if the tax collector is nice enough they will give you the orig owners info , name , last known address , title # and boat reg #'s to send in the letter after about a month we have the title in our name and reg in georgia now . its a big hassle but thats what ya get when you buy a boat with no title !!!

reg a trailer in ga is even easier !!!

wellll.....I know this is far fetched.... I dont lie...period.... maybe i wont fully answer a question, or give and answer that really wasnt addressed to the question asked...but just lie...nope.....got that little island to stand on for my whole life...not gonna give it up....that said....the bill of sale I have if for late feb of this year.....so id have to go back and ask the seller to counterfit the bill of sale to last year.,...when inm fact he might not have even had the boat himself then....

right now the VIN strip is off the boat...the consoles are out...it litteraly is just the hulls outer skin all around and the top gunnel strips and rubber trim.

ill throw away the vin strip and when asked just say 'apparently it is long gone"

it seems there is a situation where you can ask for a hull id number for a boat made after 1972 but doesnt currently have a HIN.

in that scenario...there is no time limit for owning the boat...and it currently isnt traceable...I guess the bill of sale is proof i didnt steal the boat....

I was just hoping someone had been through it and could tell me how it went down.

I'd be curious to know how this works out for you. I've also read through (though not studied in detail) the NY DMV regs concerning a 'non-papered' boat, and it seems impossible. Given some hassles I've had with DMV over minor car stuff over the years, I won't bother to LOOK at a boat or trailer that doesn't have a transferable reggie or title. It's the first question I ask.

When I purchased a basket case Starcraft hull that was stripped and going to be scrapped here in VT........ I took the bill of sale to the DMV and since it did not have a HIN (lost in the stripping I guess but my hull is a 1986) the DMV said I could register it as a 1970 and they issued a number. I guess 1970 was the magic number that day.

If its not impossible, they sure make it as close to that as possible.

Over the years, with all the Sea-Doos I've been through (usually bought out of state), I've had to do my fair share of "questionable" things to get something by NYSDMV. Eventually, I just learned that it was usually not worth the effort and hassle to buy toys with no documentation.

I respect your moral stand, Bob, and not wanting to flat out lie. But, if you don't, you're likely screwed. My (illegal) suggestion is that if you absolutely want to go forward with registering this boat, you acquire another boat's documentation (similar year, style, make, etc is best), swap HIN strips(not absolutely necessary), and use that to register. Finding the suitable donor boat, now that is the tricky part.
