recoil starter--FRUSTRATED!

ok, i have been working on my simplex starter for 56 big twin 30 hp. i replaced the recoil spring and reassembled the unit. Everything move freely and looks right but the pawls don't kick out when i pull the rope. the eq cup springs are in good shape and keep the eq cup pulled back in the resting position. what is supposed top make the pawls pop out when the rope is pulled?

The friction spring inside the equalizer cup is what does it. It must be pre-assembled up on the ledge of the center spindle before inserting the spindle into the rope pulley.
