recoil start question

I have a 9.9 (1998 I think), the start rope pulls out close to a foot before it engages. Can anyone tell me what the problem may be.

i have had same problem on many of my older motors,i would pull out cord a little past where it stops recoiling clamp the rope disconnect the rope handle trim off and retie.
only works if you have enough recoil length.

i had one motor that would only pull out about a foot and a half ..but started motor ok
