Recirculation sytem, explain

I've heard that the recirculation system can cause hard starting and I've had some serious starting problems. I have a 1989 200hp Johnson that just doesn't want to start. Compression is 85-90 on all cylinders. RPM varies greatly after starting and seems to have cylinders kicking in and out until everything gets warmed up....sometimes 15-20 minutes at the dock before it will idle slow enough to shift. Usually runs okay under load after its warm but not very consistant. Can anyone explain the recirculation system and how it can affect starting?? Any other ideas??

Simple explanation is liquid gasoline accumulates in the intake manifold and cause an above flammable limit air/fuel mixture (too rich to burn) in that cylinder. The recirculation valves are one way valves that suck the liquid fuel out.
