Rebuilding the carb 1987 25HP Evinrude

When rebuilding the carb do I need to remove these? If I do remove them what are the installation procedures to put new ones in? They look like they have glue on them?

unless car was\is completely full of crap I would leave the in.
If you decide to remove the drill a small hole in them and put a screw in hole and pull core plug and screw out.
to install put core plug over hole and hit it with a suitable punch.
Then cover with a sealant (I've heard nail polish works well but I've never tried it and I don't know how it reacts with todays gasoline)
