Rebuild or not?

Simple enough question...<br /><br />Rebuild the disaster areas or not?<br /><br />If it's below sea level, I say turn it into farm land or other non-residential use. The floods will no doubt happen again. Why spend millions to rebuild?<br /><br />H.

As far as I'm concerned, building a city, or even a single house, below sea level with nothing but DIRT and pumps that don't work during a flood to save you is completely, totally stupid. What is the point of building there when there's PLENTY of good, dry land elsewhere? They can't say it's because they like the city anymore...<br /><br />If they build in the same place, it WILL flood again. Absolutely no doubt about it. Maybe not for 100 years, but it's bound to happen some day...
