Rear engine mount bolts

Mercruiser 120 1983 153 cid When I removed the engine there were two double sprung washers under each bolt. When I reinstalled the engine and replaced the two spring washers the engine sits high an does not touch the fiber washer. Should there be two washers under each side?

Did you replace the rear mounts in the flywheel cover?

No I did not replace the mounts. Does it call for one lock washer per side? After the bolts are torqued the fiber washer has a space between the mount and the lock washers and can move around. It seems if I take one washer out the motor will sit on fiber washer. Thanks for the quick reply

Yes, there is only one of the double wound lock washers per side. Not 2.
