You cannot reduce the idle by more than about 200 rpm.The idle screw is on the throttle body and is adjusted with the idle air control valve disconnected,however I suggest you let a Honda dealer perform this operation as a fault code will be set and will need to be cancelled.If the idle is as fast as you say there is probably another problem such as air leaks,fuel pump pressure etc.I would suggest that you more than likely have a faulty tacho,I have yet to come across a motor that will idle this fast.
