Raw fuel seeping from water bypass cover

1958 Evinrude Sportwin Ten. I am waist deep into my first go round with an outboard motor and I just finished installing coils, condensers, points, plugs and wires. When I try to start the motor, I acts like it wants to start. I am getting decent spark so I am sure that the carb needs some TLC. It appears that raw fuel is seeping from the water bypass cover just below the vent hole in the lower unit. What would cause this? Someone please bail me out!!

sounds like it is flooding and the raw fuel is dumping into the lower unit. You will always have unburnt oil and fuel there anyway as those older two strokes did not burn it all anyway. check the plugs and see if they are wet with fuel. the old floats on those after awhile with the new gas get water logged and will sink.
