So if my drive has a ratio of 1.47 is my prop turning 1.47 times engine RPMS? Or am I turning 1.47 divided by engine RPMs.

And for example, I saw a video of a guy with a built Evinrude 200. Is his prop turning the same RPM as the engine? Or do they have a drive ratio involved?

NH, all outboards turn less prop shaft RPM than the tachometer shows. For yours it means if the motor is turning 6,000 RPM then the prop is turning 4,081 RPM.
That Evinrude also has a lower gear ratio in the foot, just like yours does.
