Ranger boat lever function question

Anybody know what the function of these two levers are they seem to do nothing in my boat and aren’t marked. Ranger r70 1995

One is your lanyard. Other could be a couple of things. So you have trim tabs ?

Bass boat? Jack plate??

Top one may be the control for the live well drain. I can't enlarge the picture enough to say for sure.
