Quiksilver Steering Issue

An old boat with steering issues. I asked this in the resto area but hoping that I can get some advice here. The steering is:

I found the zerk fitting behind (forward?) the wheel as well as one back by the engine. With liberal use of PB blaster the steering (while a bit "heavy) turns free uner certain circumstances.
My problem is back by the engine.

The knurled knob (red circle) looks like it is supposed to thread onto the "fitting" (blue circle), and then activate the lug on the end (green circle). The problem? With the knurled knob threaded onto the fitting, the steering will not move. When the knurled knob is not attached to the fitting (as in the picture) the shaft inside the "tube" on the right happily goes in and out. The lug on the end will rotate stiffly but not move in and out. How is this supposed to work? Does this explanation make sense? I have not found any answers here or elsewhere online.

Ayuh,... The end of the cable is rusted/ siezed inside the piece circled in blue...

Take it appart, clean it, 'n Grease it up real good...

Thanks! So do I need to remove those two big nuts on either side of the rubber grommet? (Remember, total noob here on this - and many other - boating topics.)
