In theory one pitch equal 200 RPM, so provided there is nothing mechanically wrong with the motor, go DOWN in pitches until optimum RPM range is found. EX: if the motor is turning 4000 with a 19p prop, then you would go down to a 12p prop to reach 5400 RPM. This changes with different loads in the boat, but it will get you close.
