Question about Penn 109 reel.

when i flip the lever on the right side of the reel down to cast,the handle also spins backwards with the spool. Is this normal for the 109 models or is there something wrong with the reel? I have owned a bunch of penn #9's, and 209's i use for catfishing and when i flip the lever down on them the spool spins freely, i would think that the 109 model would also but this is my first 109 model. Just wondering if i got a broken one, or if it is normal?
