Question about DVA meter

I have an older Fluke 83 which does Min/Max but the resolution is limited to 100 milliseconds. I may be wrong but I think I read somewhere a DVA needs to have resolution at 250 microseconds. Is that true or will my Fluke work fine for diagnosing ignition?

When testing Ignition Coil's outputs with an external DVA converter hooked to a digital meter while cranking or with motor running need to :

Set meter to DC 500 volts scale, hook both external DVA leads (1) to their respective polarity on meter. Question : does it matters which converter's input (+,-) leads (2) are used to measure the Ignition Coil's output (3) or you can test the output with any of them (+,-) measured at any of both cables ends ?
