Question about 850 mercury thunderbolt

I’m having cranking issues I have replaced the motor wiring harness and the CDI box it came with the coil also but I’m still not getting 200 volts to the coil primary could I have a bad trigger I don’t know what else to do no spark anywhere I’m not a mechanic I have carried it to a so called mechanic all he did was make thing worse and gave me boat back any help would be greatly appreciate

What year is that motor? Early 70s models have battery powered CDI. Later models have ADI ignition. You will not see voltage at the coli(s), on those models, until the trigger "fires" them. A regular voltmeter will likely be too slow to record that voltage.
