Put in gear twice?

I have a Minn Kota E-drive 48V, and upon starting or changing from forward to reverse, I have to put it in gear, return to neutral, and then put it in gear again for it to work. Any ideas on what is going on?

When changing from reverse to forward or vice versa, there's a popping sound before it actually works.
