not sure i'm on track with the question but here goes:
1) pushing the throttle forward accelerates the speed, pulling it back slows speed down.
2) on my 85hp, a button in the center of the throttle when pushed in disengages the gears for nuteral and allows you to rev up the motor. kinda like a car in nutural and being able to rev-up the engine, same principle. you push button in and pull the throttle lever out.
Now, don't know if any of this helps but i tried.
