Pulls to the left

Not sure if this a prop question, but my boat pulls to the left when its up to speed, like 10miles an hour to WOT. The PO had told me this so I was aware of the pull but it pulls hard. I had a 15x19 left hand prop on it, and a week or so I put on a new prop 15x19 right hand paranha prop. I had read some where that changing the rotation would help, but it didnt . So I'm looking for advice as what to look for to correct the problem. The boat is a 1976 quatermaster bayliner with a volvo-penta 170 engine and a 280 outdrive. thanks.

Does your outdrive have an adjustable trim tab (fin) behind the prop?

no, I cant find anything to adjust, should there be something there?

ah, I see a hole there, must be missing the tab, now just have to find one. thanks

Don S has come through, as usual!

Now...when you get your tab in place you need to set the TRAILING EDGE of your fin in the same direction (side) that your boat likes to pull. In your case your trailing edge of the fin will be to the left (port) looking from the back of the drive.

You don't need a lot of correction with the tab to get the job done. A little adjustment goes a long way.
