Pulling a one person tube?

I have a 15 foot small fishing boat with a 30 hp Merc on it, could I pull a one person tube with this slow? The boat will do 25 with two people in it.

Depends on how big your tuber is. I have pulled small kids, 70lbs and down, with my 9.5 mounted on a 14' flatbottom, just have to keep the weight down in the boat, was able to go about 12mph with a kid on the tube.
