Pull neutral on throttle won’t pull out

Hello, just picked up a 1991 bayliner classic, nice boat. Only issue I am having is the pull neutral will not engage in order for me to fast idle and start quicker when cold. Throttle works when in gear though. I sprayed tons of pb blaster in hopes of freeing anything up but that didn’t seem to work either. Just will not pull out to engage neutral, does anyone have any ideas. Cables are not seized and it has 2 cables
running to the throttle.

Welcome aboard! Are you sure the handle pulls out? Most units have the button that you push in? I can't tell from the pic.

Yep hand definitely pulls
out. It’s a us marine pull neutral. Just can’t get it to budge for some odd reason

Yes definitely the pull out kind. It starts to budge but does not come out all the way to be able to put the throttle into a fast idle. Kinda weird to me as nothing seems to be binding
