Props with a flat edge??

This is really out of curiosity. Why do some boats, outboards really, have a flat edge on the prop and all others don't? My friends mastercraft has one.

Those are known as a Cleaver style prop,............
And are Usually for surfacing props,... Or atleast props that are run quite High up......

Usually those props are for surface drive only, where the top half of the prop is run above the surface, they are inefficient fully submerged, at least hat's what I read, it is even explained in the beginning of the clymer I/O manual.
