proper procedure for rewind starter

got a 1985 mercury 35 and rope doesnt rewind. can u tell me the proper procedure for the rewind to work properly?

Possibly the recoil spring is broken?

No i inspected it it is good. I even replaced it whith a new one.

Well i got the rewinding figured out. The rewind works fine but when i put it on the top of motor i cannot pull it. It seems lime its stuck it wont budge. I took it off and the motor does turn by hand. Im lost
