Proper procedure for Pressure test Mercruiser MR

Just repaced the prop shaft (bearing carrier)seals in my unit. When i pressure test the unit (dry) it leaks past the new seals from 10 psi all the way down to 0 psi. The old seals came out and the new went in fairly uneventfully.
The seals were out of a new kit that is specified for this unit. Inside seal was with the lip towards the drive and the outer was with the lip towards the prop. Is there a thread that i have been unable to find that deals with the proper method of pressue testing these units.

Test them to 15 psi (No lube in drive) spray some soapy water around all connections to find the leaks.
Were there grooves worn in the shaft where the seals ride?

No groves in the shaft.

Then drain the drive and pressure check it and find your leak actually is.
I have had brand new seals that were defective.
