proper motor height 35 hp twin

how can you tell if your motor is the proper height? I bought a 1960 starcraft 14' rocket boat that came with a 1967 mercury 35 h.p. twin motor.the last own thinks it's a long shaft. At a lower speed the boat planes out evenly but at full throttle the back end drop quite abit as the water is about 2" from coming in the boat, i can raise the motor about 2" on the back will that help.?
Or is this boat designed for a short shaft motor.

The anti-ventilation plate (above the prop) should be about even with the bottom of the boat.
