Prop Shaft Won't Turn In Water

Took prop shaft out, checked Clutch (dogs) the dogs were rounded some
we put it all backed together, (worked All night, and some today) we run the motor with a muff, it worked great. We took it too the lake, when we started it up in the water the prop would not turn enough to move the boat.
When in forward gear if you turn the prop by hand it will turn the motor, if you turn it with a quick motion it will make a popping inside the prop housing.
Do you think it is the clutch? And where would I find one?
The Motor is a 1965 Mercury 1000, 100 HP.:confused:

For sure you need a clutch dog and probably a fwd gear, ck around for a donor engine or thre a several outboard boneyards around, you could ck at the BAM Marine site for price or availablity of new
