Prop shaft play on new lower unit assembly ? 15hp 4stk

I have a 1999 15hp 4 stroke that I am replacing the lower unit on. To keep things simple I bought a new lower unit assembly from boatsdotnet.

I am installing the assembly and I notice I have 1” plus of movement on the prop shaft. I don’t recall this being how things where. I also can not move the selector rod in or out with the lower unit on the bench.

Anyone have any insight into this. I am mechanically savvy but not experienced enough with these to know if I’m doing something bone headed. Unit looks brand new other than the gear case fill plug is marred a little bit.
