It depends on the RPM of the motor with the 19P prop, and the available power of the motor.
If the motor cannot spin the 21P prop to the max recommended RPM, you could loose speed.
Alternatively, if the 19P prop allows the motor to exceed max RPM, the 21P prop can add speed. How much is not as clear.
The bottom line is you want to prop the motor to spin in the middle of the range of the max recommended RPM. If the 19P revs too high go up to 21P. If not, stay with the 19P prop.
