Prop continuity

Is part of the prop behind the splined washer intended to be bare metal for continuity. There's a toothed stainless washer between the prop and the splined washer. Mercury parts call it it a lock washer 13-42351-1 but my manual calls it a continuity washer. I painted the prop 17 years ago and there 's some corrosion in the exhaust openings now. The hub is all painted behind the splined and toothed washer.

Continuity between prop and gearcase is a thing. It is not as important with aluminum props as it is with SS. I also installed heavy, stranded copper between the PTT cylinders and the bolts that hold them on, for continuity there as well.

That splined washer should function as both continuity and keeper for the prop.

Should I have bare aluminum on the hub to be in contact with the toothed washer?

The toothy washer is supposed to dig into the prop hub, thru the paint. You could check it with an ohmmeter to see if you have continuity.
