problems with newly rebuit 1981 70omc!!!!!

I recently rebuit an 1981 Johnson 70 ...............1rst problem is that it wants to idle way to high to put into gear,2nd when you do put it in gear and return to neutral the idle lever on the box pops up........3rd if you put it in gear and try to give it some gas it bogs down and dies ,it has also been hard to start where do i start?????????
