Problems with 1993 Evinrude 88

I may have acquired my parents 1993 pontoon boat with an 88 Evinrude on it. When I started it at home the hot alarm would not go off even though we changed the impeller and it pees very well, but you can push in on the round speaker(??) on the control box and it goes off. It also had a bad miss when I took it out today and we just had to idle everywhere. If you go over 2200 RPMs it will pretty much shut down, but you can bump the choke and it picks back up for a while. Dad has had problems out of it doing this sort of thing for the last couple years.

First: Does this motor go into limp mode if the hot alarm is going off?

Second: Someone (supposed boat mechanic) told me the plastic fuel bowls on the carbs could be causing the bog down above 2200. Is this true?

I have been reading about hot alarms and limp mode and I have to be wondering if this could be the problem all along.

Any help is appreciated, we have an 11 month old that loves the lake, but I don't want to get stranded with him out there.

"bump the choke and it picks back up for a while" = Fouled carburetors, clean and rebuild.

If the horn sounds as soon as you turn the key on = usually a faulty horn.

If the engine runs awhile, then the horn comes on = install a new water pump assembly and thermostats.
