problems getting gears to engage

1993 proline 4.3l mercruiser alpha gen 2. here's what I have done I replaced the shift cable,bellows,gimbal bearing, control cable, and shift interrupting plate after following directions in manual by setting the shift cable to 6 inches engaged in forward gear even with adjustment on shift plate I still cannot get reverse unless pulling on the cable itself and I will add the shift plate has to be disconnected to run because it is shutting off the engine don't know what else to do if anyone out there can please help me out with any ideas thank you in advance
