problem with lower unit raising

I have a 1994 caravelle boat with 2011 mercruier 4.3 v6 and lower unit ,took out yesterday when trying to trim up unit would only raise about 1 second then stop,goes down fine. this is my first boat so just trying to eliminate where to start. I was told has 2 solenoids one for up and one for down possibly bad upper? any help is appreciated.
