PROBLEM: There's A Part, And I Do Not Know What It Is!

I have a 85 mercury 115 hp and I do not know what part it is called but it is a clamp right behind the propellers and when I put the boat into reverse and then I try to put in gear it totally shuts off and does not let me move anything. So wondering if anyone can help???

the part that is on the top looking thing I don't know which way is it suppose to go
