Primer ball wont prime

Ok so my first boat / outboard. Bought a 20hp Mercury off a friend of mine said it ran but needed a little work. I went and got a gas tank and hooked it up and noticed that the first primer ball was dry rotted so i went and got a new one. Hooked it up and still notta. Turned out the tank i borrowed was bunk and the gas line going to the bottom of the tank had broke off long ago. Went and got a new tank and hooked it up still notta. The fuel line connectors coming out of the tank are johnson connectors (dunno if that makes a difference). I have the tank vented and can hear air coming through the line into the carb. I took the fuel line out to inspect it and noticed a tear in the rubber (this line comes from the input on the motor to what looks like a circle thingy with the fuel filter in it i think). I dunno if that would cause this problem or not. Arrow on the primer ball is pointed towards motor. Its like the primer ball just wont pull any gas out of the tank at all. I did spray starting fluid into the carb and the motor will start.

First NEVER use starting fluid...you are dry firing the motor without any lubrication..This is a two stroke motor not your car motor...Lastly, you have an air leak..probably your fittings are incorrect..go to your local Merc dealer and take what you have and compare it what it calls for...if you suck air it will never get hard....
