? pressure relief valve on rotax engine?

As per the manual, I hooked up the water hose to the flushing port on the back of the sea doo. I started the sea-doo (2002 gti le) then turned on the water to burn off the fogging oil. I looked down into the engine compartment while it was running and there was water coming out from between the cylinders but on the side of the engine near the top. I read somewhere that the rotax engine regulate the pressure coming in to them. Is this the relief valve? I'm asking simply because I then hooked up the other sea doo and it did the same thing.

Now, a bigger concern, on the 1st craft, there was also a seal around the top of the engine that had pushed out a bit in one place and a small spray of water was coming from this. Is this an easy fix? What seal is it? Is it the head gasket?
