Pre Alpha Trim Cylinder, Won't Retract

Hey guys, after finally getting the wiring sorted out on my trim switch I was ready to bleed my system and get my trim hooked back up. I followed the procedure step by step out of the manual twice. I have good flow through all the lines, both cylinders extend but only the starboard cylinder will retract. Any ideas??
It is a 79 pre alpha mercruiser drive, MC-1

I swapped cylinders, and still wouldn't retract. So my question now is, will a rebuild kit repair the problem or am I better off just replacing it?

Remove the cylinder that doesn't move and see if you can move it by hand, if you can't, there is a problem.
