Pre Alpha outdrive will not go down 1978 Starcraft

Took the boat out for a test ride yesterday the outdrive would raise and lower no problem during the test ride. I raised it to load the boat back on the trailer and drove it home. Today I wanted to lower the drive and it will not go down. The pump runs, but the drive just sits there. This is a 1978 pre Alpha drive with a mercruiser 120hp I/O I did not see any leaks. Does it need fluid ? if so can someone tell me where to fill it and how much it needs ? this one isn't mine, but looks just like this one.

Ayuh,... When you run it up, 'n it crowds against it's stop,...
Tap it Down a couple blips,...
It unloads the over-load valving...
Yer's is sticking...

With the pump runnin' down, Have a fat guy jump on it,...
It'll go down again...
