Power trim on 76 mercury 90 hp won't lift motor more tan 2 in. What causes this? It does lower the motor w/o any problem. Lifting is the problem. Help please!

Have you checked the fluid level. It sounds like it's low.

I am really new at this and do not know much about boats. The fluid level looks okay. The power trim does raise the motor when I push the button but stops abruptly like it is getting no power after raises it approx. 2-3 in. Any ideas on this? Thank you for your help. Checking the fluid was a good place top start.
