As someone pointed out above, the 10 amp fuse is just for the control side of it (the relays and the wiring), the pump is fed through a high current fuse or breaker. Relays do go bad, but very rarely do the coils short in them. The 10 amp fuse supplies power to one wire that runs up to your helm switch. The helm switch then sends power back on one of the other wires ( up OR down). If any of these wires short to ground the fuse will blow. If somewhere the up and down wires get shorted together (even in the switch itself) both relays will fire together and blow the fuse. Before replacing parts I would suggest that you dissconnect the positive control wire at both relays, then operate switch several times and see if fuse holds. If not, then one of those wires is shorted to ground. If thats ok, connect one relay at a time and make sure that only one relay fires when the switch is pushed in ONE direction. If either relay fires in both directions then the two return lines are shorted together somewhere. If this all checks out, then time to replace relays.
