Power tilt failed to pull the outdrive up

Yesterday I found that my power tilt failed to push my outdrive up. But it can make the outdrive down. Which part should be replaced?

My engine is Mercruiser 2.5L,120HP, year is 1989.

you have to do some troubleshooting to see what needs to be repaired.

either the piston seals need replacing, or there is dirt in the hydraulic pump holding a load holding check valve open.

I have solved this issue and I found the connector to hydraulic pump was loosen and it works after I put it back. thank you a lot
