Have you checked fluid level and condition?
Belt condition and deflection?

You might also make sure the steering cable is not in a bind. I would even suggest disconnecting the steering cable from the tiller arm and see if the outdrive turns easily by hand.

What you are describing is not normal. You have an issue somewhere in your system. Does your drive have a trim tab? If so take it off and try it. Most power steering setups do not use a trim tab.

Sounds to me like the steering cable is binding in the tube it goes into on the power steering cylinder. Corrosion builds up and bind the system. Takes pressure to overcome the binding, frees up and binds again.

I have no problem while going at high speed OK I am listening .. how do I diagnose this issue? remove the cable and try to move the outdrive? how free should it be? and yes I checked there is No trim tab..... problem is evedent at low speeds it is the beginning part when the wheel is harder to turn then suddenly power steering when 1/4 wheel turn happens.

To start with, turn the wheel to starboard, all the way. Then disconnect clevis pin B. Now turn the wheel port and starboard. It should move easily with no binding both directions. Does it, is it the same or different?
