Power steering pump problem?

I have an omc 230hp 350. My power steering pump seem to spin and then tighten up. Is there a reason for this, is there mabey back pressure that some how that causes the pump to work harder? Its to the point that it likes to stop spinning and burn up the belt. I replaced the pump and the same thing happens. I rerouted the pump line so it pumps back into the pump to see if it was working and it was. I blew air into the other line and it went through the whole system. It is hard to steer when its running and it pushes the steering wheel in on direction and hard to turn it the other way. Any ideas?

Could it be possible some lines might be backwards? Im at a loss here. The pump does its job when the output line is off and as soon as i connect it back up and start it, it stops again.

Ayuh,... That would lead Me to think the Steering Actuator might be the problem spot....
don't do OMC's, so I don't know what to look for...
