power steering problem

i have a 263 sunesta with 5.7gxi volvo duo prop sx,2002 after the steering fork unthreaded off the power steering ram we had an hour drive back to the dock,after removing the ram from the transom plate the mounting bolt boss broke off the transom plate, next we removed the drive and engine to replace the plate,now that it is all back together i have no power steering assistance below 3000 rpm ,the steering turns fine above 3000 rpm in both directions.I have filled the fluid to max full and have drove it for several hours and checked the fluid level again only to find it still full with no leaks,the last time out i replaced the pump with a brand new one only to make tha problem worse by forcing ps fluid out of the cap and no assistance at all above or below 3000rpm. what should the pressure be at the ps pump? :mad: or what do i test next. I put the old pump back on it worked the same as when i took it off only above 3000 rpm, can the fluid line's go on the wrong port or are they two diffrent sizes ?

Wow what a dilema having to replace the transom adapter, certainly by now the air would have purged, if the lines were backwards I think you would have bigger problems but it's worth a try reversing them. You are using power steering or automatic trans fluid I hope, belts not slipping is it and maybe higher RPM it catches up?

yes i have filled the pump with atf because thats what came out of it when i had to disconect the lines to remove the engine, the fluid was pretty bad smelling for being atf . i dont belive the belt is slipping because when i changed the pump to replace it i installed the pulley puller bolt to get it started and the belt was holding it from spinning and my altenator is charging fine and they both run on the same serpintine belt, maybe i just bought a defective pump, or the ram rod is bent. but i dont want to buy $400 and $500 parts to find out whats wrong
